Heretofore the neighbourhood unit with a primary school as the nucleus has been advocated as the ideal planning unit of the residential area. With regard to this matter, considerable study has been made in this country, and this idea is incorporated in the planning standards established by the Ministry of Construction for the residential area. Recently, however, the local public bodies and the Japan Housing Corporation are developing housing estates larger in scale than the neighbourhood unit, and it has become necessary to establish district planning standards for prescribing the proper grouping of neighbourhood units according to locality and the kinds of facilities which should be planned for the district. Furthermore, the trend of zoning has been towards restriction, the system of restricted residential district being adopted more widely, and it has become necessary to establish standards prescribing how restricted residential districts should be designated in relation to the organization of the whole city. In other words, the neighbourhood unit system in this country made a start as a planning standard for housing estates and is open to the charge of not being related to the organization of the city as a whole. Such being the case, there has developed a necessity to consider a planning unit higher than the neighbourhood unit. |
